• W. Tom Fogarty, MD
• Senior Vice President,
  Chief Medical Officer - Concentra Health Services

A Board-certified physician in Family Practice, Dr. Fogarty offers more than 25 years of experience in occupational medicine. Dr. Fogarty joined the organization in 1983 as a founding member of Concentra's predecessor company. Within Concentra Health Services, he is responsible for overseeing the medical practice, assuring evidence-based healthcare, and supervising over 550 clinicians.

Dr. Fogarty has directed the development of information systems that have allowed Concentra to operate an outcomes-based practice. As part of the technology solution, he led Concentra in the electronic capture of clinical notes. The information systems have allowed Concentra to pursue clinical research through the Concentra Occupational Health Research Institute, established in 2000.

Dr. Fogarty earned his BS degree in industrial engineering from the University of Houston and his MD from the Texas Tech University School of Medicine. Dr. Fogarty has post-doctoral training in the area of Family Practice.

• William Joseph Hopper, MD, MBA, CPE, FAAFP

Dr. William Hopper joined Concentra in 2006 to head up the Concentra Physician Review program, bringing to the organization over three decades of experience in occupational medicine, medical management, and family medicine.

Dr. Hopper graduated from Union College, St. Louis University Medical School and completed his residency at St. Mary’s Medical Center in San Francisco, CA. He also completed the executive MBA program at Golden State University in San Francisco. Dr. Hopper has served on the faculty of Sonoma State University Department of Psychology, UC Davis School of Medicine, UCSF School of Medicine, Oregon Health Sciences University and the American Academy of Family Physicians. He has also presented graduate educational seminars at Albany Medical School and Duke University Medical School. He was a member of the Board of Directors for the Pacific Foundation for Medical Care and has served as Chief of Staff for Palm Drive Hospital in Sebastopol, CA.. Dr. Hopper is currently appointed as an Expert Medical Reviewer for the Medical Board of California.

Dr. Hopper's clinical experience includes solo family practice, medical groups, including Sutter Medical Group of Santa Rosa, the Permanente Medical Group of the Northeast, the Vancouver Clinic, Lifelong Medical Care (Berkeley, CA), US Healthworks, and has expertise in clinic-based occupational, urgent care, family and addiction medicine. He has developed and managed utilization and quality management programs for hospitals, medical groups, IPAs, MSOs and health plans in California, New York, North Carolina, Washington State, and Oregon. He has extensive experience in the development and application of electronic health records, quality and practice performance improvement programs, evidence-based medicine, billing fraud, practice protocols, and regulatory compliance.

• Cynthia L. Bennett
• Director of Operations and Service Center

Cindy Bennett is responsible for the operational management of Concentra's Physician Review product lines at the program's headquarters in Carrollton, Texas. Her experience includes overseeing multi-state hospital and independent-based utilization review, provider-contracting, network development, and case management departments. Her medical background includes orthopedic and acute rehabilitation nursing with a focus on spinal cord injuries, facility based and independent case management and utilization management services. Cindy joined Concentra in 1998.
